  1. Make sure the runner pool has the tool installed (or use the Slipway-provided step image).
  2. Create an Infrastructure of kind terraform pointing at the root module and workspace.
  3. Store state backend credentials as secrets or use workload identity.
  4. Add a manual gate between plan and apply.
